Good Afternoon Alderman Kovak,

Please see in the listed attachment, a Criminal Complaint filed early this afternoon, charging Terrell M. Carver, 05/01/1992, with the following offenses in connection with the carjacking offense that occurred on Sunday, December 6, 2015, at 2535 North Prospect Ave., (female victim):

1.  Armed Robbery (Party To A Crime); with Habitual Criminality Repeater penalty   enhancer.

2.  Operating Vehicle Without Owner’s Consent (Armed Carjacking) – Party To A Crime, with Habitual Criminality Repeater penalty enhancer

3.  Possession Of A Firearm By A Felon, with Habitual Criminality Repeater enhancer

4.  Fleeing Or Eluding An Officer, with Habitual Criminality Repeater enhancer

Regarding the criminal complaint (which was issued by Asst. District Attorney Megan Williamson), I would like to direct your attention to page 5 (of 5) where Carver’s prior adjudications/convictions are detailed.  In the 2010 Milwaukee County case, Carver was charged with Armed Robbery Threat of force (Party to a Crime) for a carjacking offense.  As it is noted in today’s complaint, the charge was amended to Take and Drive a Vehicle Without Owner’s Consent, a lesser charge with reduced penalty exposure.

This criminal complaint is now a public record and in the public domain (CCAP etc..), so you are free to share it with your constituents.

Moving on to the Armed Robbery Carjacking that occurred on Sunday, November 29, 2015, at 2207 E. Webster Place, (male victim was accosted immediately after his exited his 2012 Nissan Altima). On  Wednesday, December 9, 2015, at 12:47PM, Milwaukee police officers observed the stolen auto operating in area of North 29th Street and West Center Street.  There were four male subjects in the auto.  A vehicular pursuit started and the four subjects subsequently fled on foot after the vehicle stopped.  Two of the four were apprehended (adult [17 years old] & juvenile [16 years old]).  The adult was identified at Raymond E. Bayfield, 12/08/1998.  By state statute, I cannot identify the juvenile at this time.  Both subjects were later identified by the victim of the Webster Place robbery, as the persons who robbed him and took his vehicle.

Both subjects were charged today with Armed Robbery, Operating Auto Without Owner’s Consent, and Fleeing Or Eluding An Officer

I will send you an electronic copy of Bayfield’s criminal complaint as soon as it’s delivered to me.  I cannot share the juvenile’s delinquency petition ( again, due to state statute).
